Charlie and Alan, current roommates (and former friends of Ferris!) are an up-and-coming Senate staffer and a slacker, respectively. When the former is given the delicate task of transporting the Senator`s disobedient daughter to a tough girls` institution in her home state down South, Charlie the sycophant enlists the aid of Alan, who is quite willing to take a roadtrip on someone else`s dime.
At first the "crazy" girl`s antics anger serious-minded Charlie, but wouldn`t you know it-he begins to sympathize with her a bit and when he lets his guard down she escapes and soon hooks up with a fellow female felon, and the femmes go off to see Kerri`s natural mother, who live in the area. The guys catch up quickly, but Alan falls for the new woman, who shares his particular literary taste, and Kerri and Charlie continue to fall in love.
They all meet the mom, but Sally is poor and afraid to take on the powerful senator, so Kerri agrees to go to her correctional institution, having nowhere else to go. But it`s only two years until she`s 18 and free...
The senator is there to see his daughter, who is clearly sane, committed to the corrupt correctional school, and to see that his boy Charlie can follow orders. He does, and Alan does, but both hate what they`ve done.
Sally comes back to reclaim her dignity and her daughter, and motivates the guys to rebel as well. They break Kerri out of her virtual prison and a new promising life seems available to all...
Trivia: familiar scenes abound, such as a "borrowed" luxury car and ill-dressed youngsters eating in a fine restaurauant, complete with conspicuous oral ice-crunching. Also, James Avery, a minor character, was the dad on TV`s Fresh Prince. Charlie and Kerri were cast together in a great film from the year before, Lucas. Finally, observant webfans will note that in an early scene, when Charlie is riding on a scooter to his Capitol Hill cubicle to meet his boss, it`s not the real Capitol- most likely it is one of several state buildings modelled after the original: there are no high rise office buildings in D.C. ("Da Capitol")
